Mr. Frankel is Orange & Rockland's Director of Ethics and Business Standards, responsible for the continual development and implementation of the company's comprehensive ethics program.

Formerly a 25-year Con Edison employee, he most recently served as a Department Manager in Con Edison's Employee and Labor Relations Department, assisting operating departments comply with company policy, Human Resources procedures and the Collective Bargaining Contracts. He previously worked in several areas of Human Resources and managed the Help Desk in Information Resources. Mr. Frankel has a Bachelor of Science degree in Psychology from the City College of New York, completed an executive development program at the University of Virginia, and received certification as a Senior Human Resource Professional from the Human Resource Certification Institute.
