Please follow the guidelines below for the installation of distributed generation systems.

The interconnection applications for New Jersey are classified by the level of complexity and are based on the aggregate system rating. The aggregate system rating is the sum of the ratings of all electric power producing equipment:

Level 1 — Inverter based installation with aggregate rating of 10kW or less and meets the N.J.A.C. 14:8-5.3 certification requirement.

Level 2 — Installation with aggregate rating of 2MW or less and meets the N.J.A.C. 14:8-5.3 certification requirement.

Level 3 — Non-certified equipment and/or does not qualify for Level 1 or 2 review.

Interconnection Procedure for Level 1

Prior to Installation

  1. Applicant should send:
  2. Rockland Electric will review the application and design.
  3. Rockland Electric will either give approval to install the system or explain why approval was not granted.

Upon completion of installation

  1. Applicant should send in part 2 – Certificate of Completion and proof of electrical inspection.
  2. Rockland Electric will witness the verification test.
  3. If the verification test is passed, Rockland Electric will return the executed application/agreement to applicant. (The system should not be put in service, except for initial testing, until after the verification test.)
  4. If the installation is eligible for net metering, Rockland Electric will change the revenue meter.
Interconnection Procedure for Level 2 and Level 3

Prior to Installation

  1. Applicant should send:
    • a letter of authorization by customer (if the applicant is an agent for the customer)
    • Interconnection Agreement for Level 2 or Level 3 Projects
    • all three pages of Attachments A, C, and D
    • three-line electrical schematic
    • copy of the manufacturer's data sheet and certification for the equipment
    • site plan
    • application fee
      • for level 2 application, the fee is $50 plus $1 per kW of the nameplate capacity rating
      • for level 3 application, the fee is $100 plus $2 per kW of the nameplate capacity rating
  2. Rockland Electric will review the application and design. We may require additional information depending on the complexity of the design.
  3. Rockland Electric will either approve the installation, or explain why approval was not granted.

Upon completion of installation

  1. Applicant should send in Attachment B - Certificate of Completion and proof of electrical inspection.
  2. Rockland Electric will witness the verification test.
  3. If the verification test is passed, Rockland Electric will return the executed net metering agreement to applicant. (The system should not be put in service, except for initial testing, until after the verification test.)
  4. If the installation is eligible for net metering, Rockland Electric will change the revenue meter.
